| CONSTITUTION AND BY-LAWS of SADDLE HOMERS USA ARTICLE 1 Section 1 (a) This organization shall be known as the Saddle Homers USA Club. ARTICLE 2 Section 1 (a) The object of this club shall be: (1) To encourage the breeding and exhibiting of Saddle Homer pigeons. (2) To promote friendliness and good fellowship among fellow members and other pigeon fanciers. (3) To stimulate interest through helpful information and printed literature and further the development and popularity of our breed. (4) To maintain the Standards set forth by the Saddle Homers USA Club. and to help and otherwise assist in the revision of the said Standards for the betterment of the breed. (5) To sponsor one (1) annual all age show and one (1) annual young bird show nationally. ARTICLE 3 MEMBERSHIP Section 1 (a) Membership will be determined by the following: (1) Every applicant for membership in this club must be of good moral character and may become a member upon payment of the prescribed fee and agreement to comply with the constitution and By-Laws. (2) The annual dues shall be $10.00 per year, becoming due and payable January 1st each year and must be paid before March 1st, or membership will be terminated. Members in arrears of dues shall not be entitled to any voice in the club or any specials offered by the club for it’s members. (3) Reinstatement - - Any member lost thru non-payment of dues can be reinstated upon payment of the annual dues to the club. (4) Membership of the club is unlimited, however, the Board of Directors shall have the power by two thirds vote to open or close any membership for unscrupulous dealings or anything otherwise detrimental to the club or breed as a whole. (5) JUNIOR MEMBERSHIP - - Any person under the age of 18 . The annual dues shall be $5.00 (6) Districts shall be as follows: Dist. 1- Maine, Massachusetts, Connecticut, Rhode Island, New Hampshire, Vermont, New York, Pennsylvania, Maryland, New Jersey and Delaware. Dist. 2 - Virginia, West Virginia, Tennessee, North Carolina, South Carolina, Georgia, Florida, Alabama and Mississippi, Dist. 3 - Ohio, Indiana, Illinois, Michigan, Wisconsin and Kentucky, Dist. 4 - Iowa, Missouri, Kansas, Nebraska, North Dakota, South Dakota, Colorado and Minnesota. Dist. 5 - Texas, Oklahoma, Arkansas, Louisiana and New Mexico. Dist. 6 - Utah, Arizona, Nevada, California and Hawaii. Dist. 7 - Alaska and Washington Dist. 8 - Canada (7) Membership outside the 8 Districts shall be $15.00 for added postage cost. ARTICLE 4 MEETINGS AND SHOWS Section 1 (a) Business meeting shall be conducted in conjunction with annual all age show. (b) Date, Time and Place of annual show shall be decided by majority vote of the membership. Interest in a show from a member shall be put in writing with date, time, place, awards and submitted to the proper District Director. (c) Any special meeting can be called at the discretion of the Officers of this club. (d) Each represented district shall have a meet. ARTICLE 5 QUORUM Section 1 (a) Seven members in good standing shall constitute a Quorum at a regular meeting. ARTICLE 6 OFFICERS AND ELECTIONS Section 1 (a) The officers shall be : President, Vice-President, Secretary/Treasurer, Publicity Director, Bulletin Director and a Board of Directors. The BOD shall consist of District Directors voted to the office by the membership. (b) Method of Election shall be a mailed ballot. (c) An Election Commissioner shall be elected by the membership to govern and handle the election of new officers. (d) Nomination ballots to be sent out by July 15th and returned Postmarked by August 15th. (e) Election ballots to be sent out by September 15th and returned Postmarked by October 15t. (f) Nomination, election, and the installation of Officers, shall be held in conjunction with the annual meeting of an election year. ARTICLE 7 TERMS OF OFFICE Section 1 (a) All Officers shall be elected to a two (2 year term) and shall serve until their successors are duly elected and installed. DUTIES OF THE PRESIDENT Section 1 (a) The President shall preside at all meetings of the club. (b) The President shall appoint all Committees not provided for by election (c) The President shall fill all vacancies in office taking place between elections. (d) The President shall see all documents requiring his signature. (e) The President shall perform all other duties pertaining to his office. (d) The President shall vote on club matters only in the case of a tie vote. DUTIES OF THE VICE-PRESIDENT Section 1 (a) The Vice-President shall be, in the absence of the President, or in the case of his/her inability to act, perform the duties of that office. DUTIES OF THE SECRETARY /TREASURER Section 1 (a) Shall conduct the correspondence of the club. (b) Keep all minutes of previous meeting. (c) Shall be the Custodian of all books, papers, and other records of the club. (d) Shall keep a current listing of all members, names and addresses. (e) Shall keep such books as are necessary in which shall be entered the amounts of money received and disbursed by him/her, and be it's custodian and report at each meeting to the membership. (f) Shall send out all nomination and election ballots to paid membership in an election year. DUTIES OF THE PUBLICITY DIRECTOR Section 1 (a) Shall be responsible for handling all publicity for the betterment of the club. DUTIES OF THE BULLETIN DIRECTOR Section 1 (a) Shall be responsible for handling submitted articles and pictures, officers reports, BOD reports, membership lists, show calendar for the betterment of the club. DUTIES OF THE BOARD OF DIRECTORS (BOD) Section 1 (a) The Board of Directors shall have supervision and control of all club affairs, promote all club shows, and in intervals between meetings shall have full authority to take action on any and all matters not in conflict with this Constitution and Bi-Laws for the best interest of the club. DUTIES OF DISTRICT DIRECTORS Section 1 (a) Promote the welfare of the club towards all members within their district. Will approve their district meets. Will assist show secretaries in matters concerning the proper conducting of all Saddle Homer USA Club sponsored meets within their districts. Assist the newly elected District Director DUTIES OF THE ELECTION COMMISSIONER Section 1 (a) To count and certify all votes cast in an election. ORDER OF BUSINESS Section 1 (a) Unless otherwise provided by two-thirds vote of the membership, the order of business at all meetings shall be as follows : 1 Report of the President 2 Report of the Secretary/Treasurer, including the minutes of the previous meeting. 3 Report of the Board of Directors 4 Report of any or all committee 5 Unfinished business 6 New business 7 Discussions 8 Adjournment ALTERATIONS OF AMENDMENTS Section 1 (a) The Constitution and By-Laws may be only altered or amended by two-thirds vote of all members at annul meeting, and that due notice of the said amendment having been given the members by 90 days before annual meeting. |
